In the event that circles cannot reach total agreement around any proposed actions, or changes, they engage in a series of proposal/counterproposal discussions in attempt to come to a resolution involving total consensus. In the event this process does not resolve the dispute, and all proposals have been exhausted, the final proposal can be voted on by the DAO, passing only with a supermajority of 67% support.
